North Perth Driver Charged with Impaired Driving After Traffic Complaint


In a concerning incident that highlights ongoing issues with impaired driving, a 39-year-old North Perth resident, Chan Ortiz Baltazar, has been charged after police responded to a traffic complaint. The incident, which unfolded on November 22, 2025, serves as a reminder of the dangers associated with driving under the influence.

Shortly after 10:00 p.m., the Perth County Ontario Provincial Police (OPP) received a call about a vehicle that was reportedly unable to maintain its lane, a clear indication of potential impaired driving. Responding promptly, officers located the vehicle and performed a traffic stop. Upon interaction with the driver, they suspected that he was under the influence of alcohol.

Following the traffic stop, Baltazar was arrested and taken to a local OPP detachment. There, he provided breath samples that revealed an alarming blood alcohol concentration—two times over the legal limit. This alarming statistic underscores the risks that impaired drivers pose not only to themselves but also to fellow road users.

Baltazar now faces serious legal consequences. He has been charged with two offenses under the Criminal Code: Operation While Impaired and Operation While Impaired - Blood Alcohol Concentration (80 plus). In addition to the criminal charges, he will experience a 90-day driver’s licence suspension and a 7-day motor vehicle impoundment, alongside associated towing and impound fees.

He has been released from custody and is scheduled to appear before the Ontario Court of Justice in Stratford on December 22, 2025.
