Young Driver Selena Ruttan Charged with Multiple Impaired Driving Offenses in Quinte West

In a concerning incident that underscores the ongoing battle against impaired driving, the Ontario Provincial Police (OPP) detachment in Quinte West has charged a young motorist with multiple offenses related to driving under the influence. Selena Ruttan, a 20-year-old resident of Frankford, faces serious charges after a traffic complaint initiated a police investigation early Wednesday morning.

At approximately 1:00 a.m. on October 22, 2025, officers responded to reports suggesting that a driver may be operating a vehicle while impaired by alcohol. Upon their arrival, the OPP utilized an approved alcohol screening device, leading to Ruttan’s arrest. She was subsequently transported to the Quinte West Detachment for further testing.

Ruttan now faces a slew of charges, including:

  • Operation while impaired - alcohol and drugs

  • Operation while impaired - blood alcohol concentration (80 plus)

  • Novice Driver - Blood Alcohol Concentration above zero

  • Young Driver - Blood Alcohol Concentration above zero

  • Drive vehicle or boat with cannabis readily available

  • Fail to remain

Following her arrest, Ruttan was released from custody but is scheduled to appear at the Ontario Court of Justice in Belleville on November 13, 2025. In addition to the legal ramifications, her vehicle has been impounded for a period of seven days, and her driver’s license has been suspended for 90 days.

This incident serves as a stark reminder of the consequences of impaired driving, particularly among young drivers. With the holiday season fast approaching, when celebrations often include alcohol, the OPP is urging all Canadians to take responsibility for their actions behind the wheel. Whether through designated drivers, rideshares, or alternative transportation options, the message is clear: never drive impaired.

As road safety continues to be a significant concern across the country, the OPP’s commitment to enforcing impaired driving laws remains unwavering. The organization emphasizes that impaired driving poses a serious threat not only to the driver but also to all road users.

The case of Selena Ruttan is a poignant example of the potential dangers faced by young drivers and the importance of making safe choices. As Canadians, we must remain vigilant and proactive in ensuring our roads are safe for everyone.
