In a significant case of alleged fraud that has raised eyebrows across Northumberland County, the Ontario Provincial Police (OPP) have charged three individuals connected to a scheme that misappropriated approximately $140,000 from Community Care Northumberland.

The investigation began when a representative from the non-profit organization reached out to the OPP on March 13, 2025, reporting that funds had been improperly transferred to unauthorized individuals under the guise of transportation services. These transactions were believed to have occurred over a span of nearly four years, between October 2021 and February 2025, highlighting a troubling breach of trust in a community service that many rely on.

The Northumberland OPP Crime Unit took on the case, dedicating six months to unraveling the details of the alleged fraud. Their efforts culminated in the arrest of two individuals on September 12, 2025. Bobby-Jo Presten, 45, and Christina Bowen, 69, were both charged with serious offences including fraud over $5,000 and possession of property obtained by crime over $5,000.

Adding to the complexity of the case, a third individual, Nolan Preston, 23, from the same township as Bobby-Jo, was arrested on September 19, 2025, also facing similar charges of possession of property obtained by crime over $5,000.
